Mieszkań sporo, chętnych mniej
Rok 2012 przyniósł zasadnicze zmiany na rynku mieszkanio-
wym, na co wpływ miała przede wszystkim trudna sytuacja ma-
kroekonomiczna w Europie, spadające tempo wzrostu gospo-
darczego w kraju, a także procesy dostosowawcze, związane
z wprowadzeniem nowych regulacji i przepisów prawnych.
Mieszkania w statystyce
W okresie od stycznia do października 2012 r. wydano łącznie
141 378 pozwoleń na budowę, czyli o 9,5% mniej niż w analo-
gicznym okresie roku 2011. Podobnie było w przypadku budów
rozpoczętych – ich spadek wyniósł 10,4%. W tym okresie oddano
191 365 gotowych mieszkań – w porównaniu do 100 882 miesz-
kań oddanych do użytkowania w tym samym okresie 2011 roku.
Na działania deweloperów w roku 2012 największy wpływ miało
wejście w życie z dniem 29 kwietnia Ustawy o ochronie praw
nabywcy lokalu mieszkalnego lub domu jednorodzinnego (tzw.
ustawa deweloperska). Wyraźnym tego dowodem był gwał-
towny wzrost liczby inwestycji rozpoczętych do kwietnia 2012.
Duża część deweloperów postanowiła wprowadzić na rynek
nowe projekty przed wejściem w życie nowych przepisów. W ko-
lejnych miesiącach, czyli w maju i czerwcu, liczba nowo rozpo-
czętych budów spadała. Podobna sytuacja dotyczyła wydanych
pozwoleń na budowę – 44% wszystkich pozwoleń wydanych
w drugim kwartale 2012 roku to pozwolenia wydane w kwietniu.
Trzeci kwartał ubiegłego roku wyraźnie pokazał, jak duży wpływ
na rynek mieszkań budowanych na sprzedaż lub wynajem mia-
ła ustawa deweloperska. Po dużej liczbie budów rozpoczętych
w drugim kwartale 2012 roku (szczególnie w kwietniu), koniec
roku przyniósł ponad 40-procentowy spadek liczby mieszkań,
których budowę rozpoczęto. Według Głównego Urzędu Staty-
stycznego, w ciągu trzech miesięcy (od lipca do września 2012)
o 32% spadła również liczba pozwoleń na budowę w porów-
naniu z drugim kwartałem 2012, a biorąc pod uwagę liczbę po-
zwoleń w analogicznym okresie 2011 roku, spadek wyniósł 40%
i było to ponad 10 tys. mniej pozwoleń w ujęciu ilościowym.
W tym okresie wzrost wystąpił jedynie w przypadku mieszkań

The year 2012 brought significant changes on the housing
market, which resulted most of all from difficult macroeco-
nomic situation in Europe, slowing economic growth in the
country, as well as the adjustment processes related to new
regulations and laws.
Housing in statistics
A total number of 141 387 construction permits were issued
within the period from January to October 2012, i.e. 9,5%
less than in comparable period of the previous year. Similarly
in case of started construction projects, the recorded decline
equalled to 10,4%. During the analysed period, 191 365 hous-
ing units were completed, comparing to 100 882 housing
units completed in the same period of the year 2011.
The most significant impact on developers’ activity in 2012
had the new Act on protecting rights of housing unit or single-
family house purchasers (so-called “developers’ act”), binding
since April 29, 2012. Sharp increase in the number of new con-
structions started till April 2012 was a clear proof of that. Large
number of developers decided to launch new projects before
new regulations entered into force. Number of new invest-
ments started in the following months, i.e. in May and June,
decreased. Analysis of numbers of issued construction permits
brought similar conclusions – 44% of all permits issued in the
second quarter of 2012 were permits issued in April.
The third quarter of the year 2012 clearly showed how large
impact had the “developers’ act” on the market of housing
units for sale or rent. After the great number of new construc-
tions started in Q2 2012 (in particular in April), the end of
the year brought the decrease of more than 40% in number
of housing units under construction. According to the Cen-
tral Statistical Office, the number of issued construction per-
mits diminished in Q3 2012 by 32% in relation to the previous
quarter. Comparing it with the analogical period of 2011, the
decrease accounted for 40% and represented over 10 thou-
sand housing units. The only result that increased in Q3 2012
